Monrovia, Liberia — In a landmark step towards modernizing Liberia’s public sector, the Civil Service Agency (CSA) unveiled its first computer-based National Civil Service Testing Center, a pioneering facility aimed at ensuring fair, merit-based recruitment in Liberia’s civil service. Vice President Jeremiah Kpan Koung, representing President Joseph Nyuma Boakai, presided over the ceremony, underscoring the government’s commitment to efficient and transparent hiring processes across the public sector.
“This facility represents a new era of integrity and transparency in our civil service, where recruitment will be determined by merit, not connections,” said Vice President Koung during the launch event and quote; With this center, Liberia is ensuring that our public service is equipped with the best talents, dedicated to meeting the needs of our people.”
Equipped with advanced computers, the center houses three testing rooms with 27 individuals’ cubicles, providing candidates a comfortable, technologically sophisticated testing environment. Developed with the support of Mwetana Consulting and Technology Group, Integrity Consultancy, and the World Bank, the center allows applicants to schedule tests online, receive instant results via email, and challenge scores through an appeals process. This standardized approach aims to minimize biases and expedite Liberia’s civil service recruitment timeline. CSA Director-General Josiah F. Joekai, Jr., lauded the center as a vital component in the government’s Civil Service Reform Strategy, which prioritizes impartial recruitment and builds upon Liberia’s public administration goals. Liberia effectively,” Joekai said, emphasizing the center’s role in driving a fair recruitment process across 85 civil service positions.
This new system marks a departure from traditional recruitment practices in Liberia, replacing them with a competency-based model where qualifications and skills are the primary criteria. Joekai noted that the center’s automated testing and appeals system ensures an equitable selection environment, setting a high standard in public sector recruitment within West Africa.

The CSA’s Employment Services Directorate, responsible for recruitment, and the Civil Service Reform Directorate, focusing on structural and procedural updates, will manage the facility. Both directorates are key to advancing the Civil Service Reform Strategy, which includes elements such as restructuring, pay reform, and enhancing service delivery.
The launch event was attended by government dignitaries, representatives from civil society, and
development partners, all of whom recognized the center’s potential to strengthen Liberia’s
governance. The center’s inauguration reflects a strong commitment to integrity and professionalism in the civil service, promising greater efficiency and accountability to the Liberian people.
