Monrovia, Liberia – The Monrovia City Council, led by Chairperson Madam Macdella Cooper, has issued a strong statement condemning recent instances of fraud and ethical violations within the Monrovia City Corporation (MCC). The council reaffirmed its unwavering commitment to transparency, accountability, and the effective management of the city, while expressing its continued support for Mayor John-Charuk Siafa’s leadership.

The statement comes in response to troubling findings uncovered by internal investigations, revealing fraudulent activities involving certain MCC employees. The alleged misconduct includes fraudulent deposit slips, extortion, impersonation, misuse of official resources, and forgery, which have reportedly compromised MCC’s revenue streams and undermined public trust.

“We have closely monitored and observed the remarkable progress and transformative developments at City Hall under the dynamic leadership of Mayor John-Charuk Siafa,” the statement read. “This administration has driven significant advancements and implemented commendable measures to promote efficiency, financial discipline, and responsible management.”

Despite acknowledging the positive strides made under Mayor Siafa’s leadership, the council acted swiftly and decisively upon discovering the alleged fraudulent activities. Multiple emergency sessions were convened to review investigative reports from the Internal Reports unit.

“Key investigative findings… reflect the seriousness and complexity of the misconduct uncovered,” the council stated, emphasizing the impact of the financial irregularities on the institution’s operational integrity.

As a result, the council has taken the following actions:

  • Immediate Suspension and Referral to LNP: Implicated individuals have been immediately suspended and referred to the Liberian National Police (LNP) for criminal investigation.
  • Reinforced Oversight Mechanisms: The council is coordinating with financial institutions and stakeholders to ensure robust oversight mechanisms are reinforced.
  • Direct Oversight and Corrective Measures: Direct oversight is being implemented to ensure corrective measures are taken, including strengthened internal controls, financial accountability, and improved human resource practices.

The council specifically lauded the proactive roles played by the Revenue Directorate, Compliance Department, and Internal Audit Unit in uncovering and addressing these irregularities. Their swift action, the council stated, “underscores our collective resolve to eradicate corruption and uphold ethical standards.”

Furthermore, the Council reaffirmed its firm commitment to supporting Mayor Siafa’s ongoing initiatives aimed at combating corruption, improving operational transparency, and reinforcing financial accountability within MCC.

“We stand resolutely behind these reforms and will continue to demand accountability from all personnel entrusted with public office,” the statement continued.

Concluding its statement, the Monrovia City Council pledged to the residents of Monrovia its “steadfast commitment” to serving them, protecting their interests, and ensuring that City Hall remains an institution of trust.

“We pledge continued vigilance, decisive action, and persistent support for transparent governance,” the statement asserted. “Together, we will build a stronger, more accountable, and prosperous Monrovia.”
